[AG-TECH] vic and rat encryption

Hi Jeremy,

Using AG2.4, our meetings traditionally use a passphrase for the
manual encryption in VIC and RAT.  We use the same passphrase for both
because some participants use inSORs nodes and the vic and rat
encryption is joined for the inSORS nodes - a one step process for
them.
