[AG-TECH] Transitional Plan Progress

Hello,

An update on the transitional plan, so you can all gauge how it's going.

We're planning on having the new Institutional Venue Service up and running
by labor day, and then to have people request new venues immediately. We
will turn off/remove AG1 institutional venues on 10/1.

The core venues will remain until after SC, and then be turned off on Dec 1.
