[AG-TECH] account-specific problem on AGTk2.3/XP

I do remember that I had to manuall add one of the 2 or 3 rat
programs that get run to the XP firewall exception rules.  I
can't remember off-hand which one, but if you're interested shoot
me an email and I will go and find out.
