Xie,

Thanks for elevating my educational status ;) .  I am not a doctorate but
am currently pursuing one in computer science.  

There is source code, documentation, and executables available for VIC on
Pocket PC at:  http://www.evl.uic.edu/cavern/continuum/vvp/download.htm. 

If you are interested in RAT, I could try to contact the people involved
with the project at EVL in order to see what would be available to share
with you.
