[AG-TECH] before getting started

We are interested in implementing Access Grid.  None of us, however,
have the time or the expertise carry out the implementation.  We had the
thought that perhaps we could get NSF money to hire a contractor to do
this.  We do get NSF money for our research (in the natural sciences)
but this is entirely different NSF protectorate.  I wanted to know if
anyone has experience writing a proposal to do this or suggestions on
how to proceed.
