[AG-TECH] Reconfiguring GLOBUS_HOSTNAME in AG 2.1.1b

This could be due to the "send_settingschange.exe" app not running (windows 
has strange requirements when changing environment variables).

Aha. I found a problem with some of the WinGlobus changes that were done in 
AGtk2.1 that appear to be causing this. Fixed in CVS:

A quick workaround that should solve the problem is this:

cd "C:\Documents and Settings\All Users\Application Data\AccessGrid"
mkdir bin
mkdir config
cd bin
copy "\Program Files\Access Grid Toolkit\bin\pscp.exe"
cd ..\config
copy "\Program Files\Access Grid Toolkit\bin\send_settingchange.exe"

There was also a bug where even if that fix is in place, if the 
GLOBUS_HOSTNAME variable was to be cleared, the send_settingchange.exe app 
would not be run. You can either run

         "\Program Files\Access Grid Toolkit\bin\send_settingchange.exe"

by hand, or just rerun the network or globus init wizard (that command gets 
run when they start up).
