XP's Internet Connection Firewall does indeed make rat not work (both 
locally, in bringing up the app, and functionally, in blocking the incoming 
audio traffic). (I'm planning on adding code for 2.1.3 that'll detect the 
presence of XP's firewall when you start up the Venues client..)
