About This Conference 
Total federal R&D spending for government fiscal year 2004 is projected to be $67.515 billion for DoD and another $54.970 billion for civil agencies, including the Department of Homeland Security. (Source: American Association for the Advancement of Science based on OMB and agency reports prepared in March of 2003.)

The president’s budget for 2004 provides for strong support for defense and national security. The President has identified five areas he considers as R&D priorities. These areas are considered necessary as a result of national priorities and the realities of terrorism. They include…
