[AG-TECH] AGTk and multibyte pathnames

It's come to our attention (ag bug 781 ;-) that the AG2 software, on 
Windows, doesn't work properly when it encounters pathnames with non-ascii 
characters. Unfortunately, we don't have a quick fix for this; it will take 
a thorough examination of any code touching pathnames to ensure that it 
does the right thing. It's doubtful we'll get to this before the end of 
November due to the upcoming SC03 conference; however, it's on our plate.

I believe a workaround would at the least to ensure that the username that 
is running the AG software has only ascii characters in it (so that the 
user app directory it uses is ascii-clean). It might be possible to 
configure an execution environment for even a multibyte-containing-name 
user by changing the Windows user profile so that it points to an 
ascii-only path.

I also just tested setting the AGTK_USER environment variable to accomplish 
the same thing; by doing so my korean-named account :-) was able to start 
the venues client.
