[AG-TECH] beacon peculiarities

I'm working with Gurcharan on this. I have a clarification on point 3.

When we say multicast does work in a building, it's because AG 1.x works
just fine there.
In the buildings where multicast doesn't work, but the beacon client does,
the beaconserver web page shows NA from our client to all sites except
itself. So the beacon is working in the sense that it accurately depicts
the woeful state of multicast from that building. It is not working in
the usual sense - i.e. it cannot talk to the other clients.
