[AG-TECH] Vic error on Win2K

By default, the VideoProducer doesn't have the full path to vic. You
have two solution, put in the full path to vic in the VideoProducer or
put the path to vic in your system path. (Take a look at the
VideoConsumer service to find out where vic really is)
