[AG-TECH] adding a VideoProducerService problem

Jeong-Hoon:

We see this problem with vic when it tries to transmit, but can't access
the device properly. Make sure that the camera is plugged in, and that
the drivers are installed. You can check this outside of the AG software
by running vic from the command line, and trying to transmit video.

This is a known problem, represented by Bug 316
