[AG-TECH] Warning about openmash h.263 codec

We are seeing occasions where the AG/UCL vic is crashing in the presence of 
OpenMash H.263 video streams. Larry Rowe notes that there is a known 
problem with video capture devices that do not support non-square pixel image
formats (e.g., webcams and firewire cams) that's on the todo list.

In the meantime, it'd probably be good to refrain from sending such H.263 
streams into the AG common rooms, at least when the audience doesn't know 
what's happening.

I'll also put it on the ag-vic todo list to make it just ignore such 
streams, instead of exiting.
