[AG-TECH] small and large windows with autoplace in VIC

Currently this functionality isn't available, however we have a couple of
efforts targetted at getting us to the point where this will be possible in
the near future.

One of these efforts involves a student writing a duplicate autoplace
mechanism for OpenMASH vic, which will make it functionally identical to
ag-vic, so we can move over to it in the future. However, OpenMASH vic has a
much nicer mechanism to do the autoplace work in a programmable way, so it's
conceivable that arbitrary autoplace algorithms can be written to do all
sorts of custom things.

The second effort is a visitor to the Futures Lab who is working on
screen/window layout to create some more advanced software.
