[AG-TECH] PIG and autoplace

I don't know whether this problem has been handled in the AG1.x PIG; 
maybe someone else can comment on that. 

As for 2.0, the problem was corrected with a fix to ag-vic to make it 
properly recognize a switch to "not autoplace", and use of that option 
in the tcl script passed to vic in the VideoProducerService.
