the only scaling that can be done in software (by vic) is
simple pixel doubling so you're limited to scaling by
powers of 2.  i don't know directdraw very well although
it could presumably be used to do hardware scaling by an
arbitrary factor with hardware acceleration.  vic doesn't
appear to have the code to do it though...
