[AG-TECH] Venue server startup in 2.1.1

In 2.0 and 2.1, if you started up the venue server in either regular or 
debug mode, if there wasn't a grid-proxy-init created, then the venue 
server would prompt for a password based upon the cert and userkey that 
were configured as part of the Globus setup.  This doesn't seem to happen 
now.  I'm poking through the code, but if someone can enlighten me on how 
this now works, I'd be most grateful.
