REASON:   MCI architecture changes/circuit access problems

DESCRIPTION:

The connection to the vBNS is down currently.  The problem
has been identified within the access circuit between here
and Denver.  TCG/Qwest is aware of the problem and working
with UEN to rectify the situation.  No estimates are
available yet for service restoration.

In addition, MCI/vBNS is making some architecture changes in
their vBNS backbone support of multicast.  This involves
both equipment changes and protocol changes.  Thus multicast
is not currently available.  No estimate on time to
restoration o this one either.
