Multicast update

Just wanted to dump state as I see it, and see if it melds with what others 
are seeing. Right now, according to the multicast beacon (see
http://www-fp.mcs.anl.gov/fl/accessgrid/netmon.htm), we've got some 
problems. Missing connectivity is BU->ANL, BU->NCSA, BU->ACCESS, and 
ACCESS->ANL (plus no maui connectivity, but i think that's still to be 
expected).

Ky -- can you start a beacon somewhere?

Kevin -- are you still poking at this? I'm not trying to badger, just to 
get a complete picture.
