[AG-DEV] Custom Node Service Enabling/Disabling Problem

I'm having an issue with enabling/disabling a custom node service.  I have since tried the same
thing with the DebugService and it appears the same problem exists.

Here is the behaviour:

Start AG3 and connect to venue
Bring up Node Configuration and add DebugService
Disable/Enable service (works fine).
Change Venues
Disable service OK.  Enable service fails.  (in fact I think there is a failure when changing venues
also... but didn't fully look at the logs.)

Further, this (bug?) is also true when:
Start AG3 - Add DebugService
Connect to VenueServer
Disable Debugservice (works fine)
Enable Service fails.

Is this a bug - shall I report it?  Is it a problem with using the 2.4 Debug Service in AG3?

Any help appreciated.
