With the CertificateManager.py that has the unified interface to all things
certificate, why have the reqtool separate anymore?

Ick, if it's mac only, and a work around for packaging multiple apps for the
mac, why not just keep it separate? I see Justin's point about it being
written platform independantly, but I'm inclined to try and learn how to
package without the launcher even for the mac, if that's possible.
Thoughts?
