This looks liek the same problem mary had; the .signing_policy thing.

OK, I got my new cert, installed it on both machines of my room node, and I
ran into a new problem. I can now get into the Display/audio machine and all
looks good there. I can also start the service manager on the video machine.
I've checked the certs on both machines and they're identical and set to
default. It all looks good until I try to connect the display machine to the
video machine. I get "can't locate service manager..." The time on both
machine is in sync, so I don't think that's the problem. Any ideas?

If you're running 2.x you can request one thru the cert request tool.

Try bringing up the cert mgr and have a look at your default cert; I'm
wondering if it has expired. (latest code has a lot more detail on cert
failures, btw, so this sort of thing will be more obvious).
