Attached is a first draft of an architectural profile for globally 
scalable and secure conferencing. This is **REALLY** rough, but I hope 
presents enough of a framework that we can start to argue about it 
meaningfully.

I framed this as an ITU-T TD for H.323. We could obviously do something 
for SIP also, but I think the basic concepts are similar enough to 
warrant a high level discussion.

Basic questions:

1. Is it even appropriate to define a system profile?
2. What body should standardize such a profile?
3. How do concepts of federation fit in this application scenario?
4. Can we dictate user interface functionality?
