globus setup

here is what needs done with the globus_setup code. most of it's done 
alreayd, needs to be tweaked for the copying of stuff from HKLM and for the 
correct support of multiple interfaces. I have also discovered that XP 
apparently does the right thing with getfqdn(), gethostbyname(), and DHCP now.
