CVS for FL (AG)

The public anonymous CVS for the AG stuff is becoming an even higher
priority.  Last time this came up, there were some questions - now I've
got answers.  We'd like to modify the CVS repository that currently houses
voyager, add the ability for us to add other modules to it (for AG stuff),
keep the anonymous pserver stuff, and set it up so group 'futures' can do
commits.  The sooner this can work, the better.  If there is more info
that is required, let me know.  Thanks!
