CVS stuff for AG

Ends up it doesn't matter, systems won't do cvs.mcs.anl.gov.

PS -- the reason I don't like it is because it's possible to checkout
other software fromthere (for example I'll check out MPICH from ag-cvs),
which mixes things in confusing ways.
