Basic Slides for SC -- comments needed

If it only contains part of the 20% of the pieces to implement
authorization, I'm not uncomfortable making the claim. Besides Steve
isn't uncomfortable with the claim -- so I don't see any value in
clouding the issues. When we establish the tools well enough to start
discussing AG specific policy stuff we'll be in a much better place to
contribute value to ggf stuff. We should be working on getting there.
