[Ad-dev] Update on the useOA-ROSE

I have standardized the useOA-ROSE code to be about the same as
ADIC's oawraps directory.
The differences are:
OATest.C will no longer be part of the library as such.
LoopIRInterface.C/h are left in useOA-ROSE, but not built.

The PBound-specific  changes for now have been removed
and will be added in once they become more stable.

Jean: What is the best way to now use useOA-ROSE as an external tool  
inside ADIC2 instead
of using it via the oawraps approach.
