[petsc-dev] AMS headers need namespacing

--download-ams --download-parmetis fails because of collision at
$PETSC_ARCH/include/defs.h

If there was only one project that thought it was okay to have a header
named defs.h, I would have someone in particular to rant at, but since
multiple projects did it, my only recourse is to cry.
