If the below means the successful installation and test then 
I'd like to thank you all for trying to help the novices in a benevolent 
way especially for Jed Brown and Satish Balay.

make test
Running test examples to verify correct installation
Using SLEPC_DIR=/cygdrive/D/TEST_FOLDER_dell/slepc, PETSC_DIR=/cygdrive/c/Users/...../Downloads/petsc-3.3-p6 and PETSC_ARCH=arch-mswin-c-debug
C/C++ example src/eps/examples/tests/test10 run successfully with 1 MPI process
C/C++ example src/eps/examples/tests/test10 run successfully with 2 MPI process
Fortran example src/eps/examples/tests/test7f run successfully with 1 MPI process
Completed test examples
