Why are you using Windows paths here when Satish gave specific instructions
to use cygwin paths:

export SLEPC_DIR=/cygdrive/d/TEST_FOLDER_dell/slepc

And similarly for PETSC_DIR. And PETSC_ARCH=arch-mswin-c-debug.
