MatCreateMPIAIJWithArrays linker error

  What version of PETSc are you using? It it is not in 2.3.1 or earlier
versions. You may need to upgrade to 2.3.3

If you are using 2.3.2 or later please send the make_log* file
from your petsc directory so we check for compiler errors
