[petsc-dev] Need mechanism to set LocalToGlobal mapping in a DMShell

Hi Folks,

I want to set a LocalToGlobal mapping in a DMShell object.  Should we 
add a DMShell routine to do this, or just add a 
DMSetLocalToGlobalMapping() routine?
