[POOL] Pool Final Results and New Session

I'll be available sporadically as a backup this coming session (not
tonight, alas).  The proposed handicap rules look okay to me.  I don't feel
strongly about it - I was happy with how they were, but I'm not there
enough to know if the low handicap matches are taking too long.
