I think that rule 3 can give more edge to a higher handicapped  
player. Many high handicapped players usually sink a ball on the  
break but don't always end up with a favorable positioning for those  
suit of balls. If it's open, that person can decide to take the  
easier shots on the other suit and run the table. That's my gut feeling.
