[AG-TECH] Vic.exe error

I had a similar problem with a Logitech webcam on my Windows XP workstation.
I couldn't resolve it, as it seemed to be a driver problem. Maybe a driver
update could have fixed the problem, but I didn't look out for a new driver
update, but switched over to another webcam.
FYI, I think I used a Logitech QuickCam Messenger.

I think you mean that you can receive, but not transmit.
I've seen this problem when the selected capture source is no longer
present, which can be
the case if the camera has been unplugged, or the card has been removed from
the machine.
In either case, you can't get data through the selected driver.
Make sure the camera works in other applications, note the driver, and try
to use the same
one in vic. If you have problems here, update/reinstall the camera driver.
Do you have multiple options for capture source in the 'configure on
transmit' window?
