[Swift-user] swift.properties overriding commandline parameters

Hi,

While using Swift 0.95 RC6, I find that the sites.file property is being
picked up from my ~/.swift/swift.properties file despite being provided
explicitly at command-line. Is this expected behavior? My intuition was
that parameters specified on command-line would have highest precedence.
