[Swift-devel] maxParallelTasks in userguide

The user guide states that the default value of maxParallelTasks is 2.  Is
that correct?  In the code it looks like it's based on the formula
jobThrottle * 100 + 1.  If the default value of jobThrottle is 2, that
should be 201, right?
