using the fake provider (was Re: [Swift-devel] more on job throughput)

Hi Mihael,

How should I use the fake provider?  I want to generate fake workloads
while waiting for the trunk fixes.

I noticed the provider-fake is not listed in
swift-src/dependencies.xml .  Are we expected to add this manually?
