[Swift-devel] kickstart?

Ive not used it, nor have I suggested it to users, in years. 

I'm in favor of deprecating or removing it. Part of the message/diagnostic improvement process could include enhancing the "info" logs and better documenting how they work and how to use them. 

It would be good, I feel, if info logs had as documented keyword/value format as an option that makes it easier to post-process them as a data stream from one or more swift runs.
