If you pursue Mihael's suggestion from his talk last Friday on evaluating the Swift scheduler's behavior with a simulator, you might want to clone provider-wonky to make a provider-queuesim.

While provider-wonky creates artificial failures, provider-queuesim could create artificial queuing delays based on various models.
