[Swift-devel] How to update the swift command for usage tracking?

Yes, I think David should it do that way.

I suspect he's adding large enough of a code fragment that we dont want to maintain this via <replace> in build.xml.  ANd it will be more convenient for other developers to have access to the swift command via swift svn.
