You need to run it on the submitting machine - the place that you are 
running the Swift client.

In Condor-G mode, Swift submits jobs to the Condor installation on the 
submitting machine, and Condor-G submits them from there to the remote 
machine.

In your case, the jobs are getting stuck in the local condor queue.
