We should handle long in/out file lists via a file to wrapper when they get too
long.

file an enahncement request in bugzilla for this. i think its 
straightforward.

we should do this in a way that the normal short cases stay fast, and only
incur the overhead of a file when needed, ideally. Thats assuming that there
are no other ways to do this. Don't want to create an extra file for each app
invocation when not necessary.
