PBS Walltime violations are poorly reported (or rather, not reported to the
user at all) (at least when running through GRAM, perhaps with PBS directly)

It looks like in VDS1 PBS walltime violations were reported on stderr from the
job submission. In Swift, I think that stderr is not used (instead there is a
separate stderr staging mechanism for application executables); it might be
useful to report job stderr to the user sometimes.
