[Swift-devel] maling lists

This will be enough for being allowed back as an incubator, but it will 
never suffice for escalating the project to being a full fledged Globus 
component.  They look at the mailing lists activity at review time, and 
will judge the community size based on the number of people that post 
questions and answers.  So, your solution to ignore as much as possible 
the globus mailing list is only a short term solution.
