It was done in order to keep the number of command line arguments, and
hence the size of what's printed when doing -help, to a sane value.

The choice of what to put in there was more or less dictated by what one
would be most likely to change from run to run, but then also things
closely related (having kickstart.enabled without
kickstart.always.transfer may have been a bit surprising).
