It will be more convenient to have the OPTIONS specified not in swift
executable itself, but rather in some config file. I am talking about these
options that have to be setup presently inside the swift executable:

OPTIONS="-Xms1536m -Xmx1536m" (others might be using some other option). So it
would be good to be able to specify it in the config file instead.
