[Swift-devel] commit message verbosity

Might be useful to make commit messages more descriptive of problem being 
fixed if it doesn't have a bug open.

I also wonder about the need to maintain duplicate information in CHANGES 
manually rather than pulling them out of svn log - certainly multi-commit 
activities need description, but for single-commit activities, the svn log 
is more authoritative.
