sieve-dev ISieve and Memory Usage

Hi there,

I just updated my petsc-dev and I am happy to see that my code still works.
:)

I am just curious on what is the status of the issue I raised earlier: the
high memory usage for the isieve due to the initial setup using old sieve.

After some discussion, I've finally decided to write some code to dumped the
distributed isieve on each process to separate files for future use. I
wonder if there is anything like the old sieve->view() function already
available.
